On November 15, 2017, the Centers for Medicare & Medicaid Services implemented new emergency preparedness requirements as a condition of participating in the Medicare program. This new rule affects 17 provider types, including home health and hospice. The new requirements are divided into four core elements, including (1) risk assessment and emergency plan, (2) policies and procedures, (3) communication plan, and (4) training and testing. As a team member, each of us has a role to play in assuring patient and team member safety, and in meeting this new rule. This course reviews the new Emergency Preparedness requirement, the four core elements, and the individual responsibilities of team members in an emergency.

Chapters & learning objectives
1. Context and Specific Challenges to Home Health and Hospice
A nation, an organization, and an individual can each learn from prior experiences. What went well and what didn’t? How do we do better in the future? This chapter reviews some of the rationale for the development of a National Incident Management System. It also reviews the unique qualifications home care providers have when it comes to disaster response.
2. Four Provisions of the Emergency Preparedness Rule
Providers have long been required to have an emergency plan in place, but how that plan was developed and what it “looked” like varied widely among providers. To address this, the new Emergency Preparedness Rule requires that each emergency plan include, at a minimum, four core elements. This chapter reviews each of these elements and discusses the significance behind each requirement.
3. Individual Roles in Emergency Preparedness and Disaster Management
In order to be an effective team member during an emergency, it is important to understand your roles and responsibilities, both within the organization and throughout the community. This chapter reviews how home care team members can best serve their community in an emergency, with strategies for practical application for safety and success.
